The Anambra State ICT Agency, responsible for digital innovation, has rolled out the SmartGov Suite, an innovative AI-powered platform aimed at tackling issues such as inflated budgets, payroll fraud, and inefficient public service delivery. According to Nonso Okoye, the Governor’s Special Assistant on Cybersecurity, this initiative prioritizes local governments due to their critical role in daily life.

With less than 10% of Nigerian government operations digitized, Anambra's proactive approach stands out. For instance, the AI has identified a giant unspent allocation in the education sector, pointing to how transparency and accountability can be integrated into local governance. “The AI flagged a ₦2.1 billion unspent allocation for education simply because it couldn’t find disbursement records,” Okoye remarked, demonstrating a significant shift toward clarity in public finance.
AI in Combating Ghost Workers and Corruption
One of the most vital applications of the SmartGov Suite involves payroll verification. By analyzing identifiers like National Identity Numbers and Bank Verification Numbers, the AI can pinpoint discrepancies such as multiple employees linked to the same account—indicators of ghost workers—a prevalent issue in many Nigerian states. “We found one account being used by seven different people,” Okoye explained, showcasing the profound insights provided by an automated system.
